Former Surface Transportation Board Chairman Linda J. Morgan will join Covington & Burling as a partner at its Washington office effective Sept. 3, 2003, the law firm announced July 29. As leader of the firm's transportation group, Morgan's practice will focus on a broad range of railroad and other transportation matters, as well as general legislative, governmental, and policy issues, the firm stated.
Morgan, who was appointed Chairman of the former Interstate Commerce Commission by President Clinton in 1995 (and then of its successor agency Surface Transportation Board in 1996), presided over numerous rail regulatory proceedings, including rate and service matters and merger cases. Morgan stepped down from the Board in May.
"Linda's extensive expertise and leading reputation in the transportation field make her an outstanding addition to our transportation practice," said Stuart Stock, chairman of the firm's Management Committee. "Linda will be a tremendous resource for our transportation clients, and we see her playing an important role in the continued development of our firm's industry-focused practices."

Morgan is a graduate of Vassar College and the Georgetown University Law Center. She completed the Program for Senior Managers in Government at Harvard's John F. Kennedy School of Government.
